Franca Benini is Head of the Veneto Regional Centre for Pain Management and Paediatric Palliative Care and the Children’s Hospice (Department for Mother and Child Health) in Padua.
In 1981 she graduated from Padua University with a degree in Medicine and Surgery . Subsequently, she continued her studies at Padua University specializing in Paediatrics in Anaesthesia and Reanimation in Neonatology and in Pharmacology . In 2004 she went on to obtain a Master's Degree in Pain Therapy and Paediatric Palliative Care.
In 1982 she set up the first children’s pain management outpatients clinic in Italy and, in 1983, launched a project aimed at instituting the first child-specific palliative care and pain management centre in the country. In 1988 she started the Veneto Regional Home-care Network to provide family-centred home-care for neonates and babies with life-limiting and life-threatening illness.In 1989 she won a grant from the Italian National Research Council (CNR) for an internship at MCGill University in Montreal, Canada where, she was able to develop her palliative care and pain management programme for neonates and children from a clinical, organizational and research perspective.
She has also created and chaired numerous national and international events/congresses in the field, including the Maruzza Global Congress on Children’s Palliative Care. She has published more than 300 scientific papers in national and international journals and has written or participated in the drafting of numerous texts/guides.
She actively participated in the drafting process of Law 38/2010 ("Provisions to guarantee access to palliative care and pain therapy" GU n.65 of 13-3-2010) and all subsequent executive policies regulating child-specific palliative care and pain management provision in Italy.
