The African Palliative Care Association is requesting proposals from firms/ individuals that have extensive experience in translating English documents into French and vice versa for not for profit organizations. We invite your firm to submit a proposal to us by 08th September for consideration. Possessing a qualification from a recognised institution and experience of translating health related information is an added advantage. Below is a description of our organization, the services needed, and other pertinent information. 

Background of African Palliative Care association (APCA)

The African Palliative Care Association (APCA) is a pan-African organisation that was founded in 2003, with its secretariat based in Kampala, Uganda. The organisation currently has a membership of 1,010 individuals and 202 institutions from across Africa. 

Since its inception, APCA's mission has been to reduce pain and suffering for people living with life-limiting illnesses (both communicable and non-communicable) across Africa. Our work aims to ensure that the patient and the family have access to proven holistic care that includes physical, psychosocial and spiritual care. 

This mandate is achieved through four main objectives, namely;

I. Increasing knowledge and awareness about palliative care among policymakers, multidisciplinary health worker teams, teaching institutions, the media and the general population;

II. Strengthening health systems through the integration of palliative care into existing services, utilising the WHO building blocks of leadership/governance, service delivery, health workforce, health information systems, access to essential medicines, technologies, as well as financing;

III. Strengthening the creation of research evidence for palliative care in Africa, and;

IV. Ensuring the sustainability of palliative care services across the continent. 

APCA works collaboratively with state and non-state actors at the local, regional and international level including: the World Health Organization, the African Union Commission, ministries of health, hospice and palliative care organisations, national palliative care associations, academic institutions, the media and the general public, among others. Since its establishment, APCA has supported palliative care interventions in more than 25 African countries, and reached more than 1 million patients in the last five years.

Services to be performed

Translation of the following listed resources from English to French. Copies of these documents are attached for your reference. 

  1. Guidelines for Clinical Placement in Hospice and Palliative Care in Africa (:27,300 words, 52 pages. This guide is printed in A5
  2. Effective methods of teaching palliative care: A Guide for Educators and Trainers in Africa:  59,400 words, 88 pages. This book is printed in A4
  3.  Palliative Care Core Curriculum: Introductory Course In Palliative Care; 20,475 words, 39 pages. This book is printed in A4
  4. Core competencies for palliative care in Africa: 76,800 words, 128 pages. This book is printed in A4
  5. Guidelines for using the APCA African Palliative Outcome Scale: 24,192 words, 56 pages. This guide in printed in A4
  6. APCA African Atlas for palliative care; 158 pages. This book is printed in A4
  7. APCA Technical Assistance (TA) Package: 2 pages. This leaflet is printed in A5

Timeframe

APCA would like the resources to be translated in a phased approach and for the whole project to be completed by 28th February 2018. 

Proposal Content 

In order to simplify the evaluation process and obtain maximum comparability, APCA requires that all responses to the RFP be organized in the manner and format described below. Your proposal is thus expected to cover the following: 

A. Executive Summary

Describe your understanding of the work to be performed and your ability to perform the work within the time frame provided. 

B. Professional Experience

Describe how and why you are different from other applicants being considered. This should include an explanation of the firm’s philosophy, size, structure, qualifications and experience with performing similar translation work. State the firm’s independence with respect to African Palliative Care Association, and if not, please declare  any conflict of interest. 

C. Team Qualifications 

Please state the total number of staff to be involved in the assignment, and outline their qualifications and experience in undertaking similar work before. 

Identify the specific individuals /staff who will be assigned to this engagement if you are successful in your bid and provide their bios or CVs specifying relevant qualifications and experience to the type of services requested. 

D. Methodology /Approach 

Describe how your firm will approach the proposed services and the type of assistance that will be required from APCA’s staff. Finally, discuss the communication process used by the firm to discuss issues with management. 

Please also outline any challenges you anticipate in this agreement and how you will address them. 

E.  Time frame.

Please include a Gantt chart indicating the time frames when each of the above resources will be translated. 

F. Fees

Please provide us with your finance proposal for the services to be provided and accompanying budget notes. 

G. Client References. 

Include a list of the relevant clients the firm has served within the past three years in relation to similar work and the nature of services provided.

Give at least 3 referees with their contact details, including telephone and email addresses 

H. In case you are a company, attach a copy of your registration certificate / certificate of incorporation, a copy the latest audit report/ audited accounts

Evaluation of Proposals

While price is an important factor, APCA will evaluate proposals on price and the following criteria: 

  • Prior experience in performing similar the assignments of NGO’s of a similar size and nature.
  • Legal registration status and practicing certificate
  • Qualifications of staff to be assigned to the engagement
  • Understanding of work to be performed
  • References
  • Completeness of the proposal.
  • Experience of translating health related information is an added advantage
  • Credibility of firm/ individual
